2. What if someone outside North America purchased the products with 915 MHz frequency on this site?

It doesn't mean that there are no ways to solve your problem.

For example, if you are in Europe and have already mistakenly purchased the 915 MHz products on this site.

Although the products sold in European are 868 MHz, it is ok for you to use them in Europe as long as the sensors and the gateway/receivers are the same frequency(for example, they are 915 MHz).

However, the hiding problem is that once you mistakenly purchased 1 device with 915 MHz frequency at first, when you need to purchase other ecowitt devices, you need to purchase them on this site too. Only in this way can make sure the sensors and the receivers are the same frequency.

What are the differences between WH31 and WH32?

1). One WiFi gateway/receiver can only pair with one WH32 sensor, while can pair with up to 8 WH31 sensor.

2). The WH32 sensor data can be uploaded to weather underground, while the WH31 could not.

3). The WH31 sensor data will display "Multi-channel Temperature and Humidity" on the WS View Plus/ Ecowitt APP app when work with WiFi gateway, while the WH32 sensor data can display "Outdoor Temperature and Humidity".

Can the WH31 sensor freely switch ℃/℉?

Of course, the wh31 sensor is equipped with 4-digit dip switch and the last dip switch is to switch between ℃ and ℉.
